Heat pump water heaters, insulation, windows/doors and air sealing
Heat pump water heaters, windows, doors, insulation (attic, wall, foundation and exposed floor) and air sealing require a home energy assessment before beginning any work. You must install at least two of these upgrades to qualify for rebates.
Your home works as a system. Many parts work together and affect each other’s performance. For example, without proper air sealing, even new insulation will let air escape. A home energy assessment will help you identify the best energy-efficiency solutions for your home. We recommend following your registered energy advisor’s advice on which upgrades will most increase the energy efficiency and comfort of your home.
A home energy assessment can help you understand how your home currently uses energy and identify upgrades to help improve its energy efficiency. A registered energy advisor will assess your home from basement to attic. The assessment will give you an EnerGuide rating for your home and an energy-efficiency report to help you make decisions about possible upgrades. An initial home energy assessment takes about two hours. A follow-up home energy assessment takes about an hour.
Homeowners are responsible for the upfront cost of the initial and follow-up home energy assessments. To offset the cost of the assessments, you will receive a $600 rebate after installing at least two upgrades recommended through the initial assessment from the Whole Home Savings program.
The following service organizations are approved to complete home energy assessments for the Whole Home Savings program. Each of the below service organizations work with registered energy advisors who have met and maintained all of the required qualifications to become an NRCan-registered energy advisor:
We work with trusted organizations across Ontario that are licensed with Resources Canada (NRCan). These organizations will support you every step of the way. They will send an energy advisor registered with NRCan to complete your home energy assessments.
Some upgrades, like air sealing, can be tackled with a do-it-yourself approach (minimum air change rate targets are required for air sealing to be counted as an upgrade). For more complex projects, such as installing new windows or a heat pump water heater or adding insulation, you must hire a professional contractor.
No. An initial home energy assessment is required before starting installation for these upgrades. However, you may be eligible for other upgrades that do not require a home energy assessment, including a heat pump, solar panels with or without a battery storage system and a smart thermostat.
If you completed an initial home energy assessment through the Enbridge Gas Home Efficiency Rebate (HER) program after Feb. 5, 2024, you may be eligible for additional rebates on some upgrades through the Whole Home Savings program if you haven’t completed your follow-up home energy assessment before Jan. 1, 2025. If you completed your follow-up energy assessment before Jan. 1, 2025, you will receive the HER rebates as discussed by your registered energy advisor at your follow-up assessment.
Yes. If you have previously participated in another Enbridge Gas or Save on Energy program including, but not limited to, the Home Efficiency Rebate Plus (HER+) or Home Efficiency Rebate (HER) programs, you may participate in this program, provided that you install different energy-saving upgrades for which you previously received a rebate.
For example, if you replaced windows and received a rebate under the HER+ program, then you will not be eligible to also receive a rebate under this program for the same replacement windows.
You’ll receive your rebate after a follow-up home energy assessment has been completed and your registered energy advisor submits all required documentation. Please ensure you have provided your registered energy advisor with the correct mailing address, so your rebate arrives as soon as possible.

Cold climate air source heat pumps and ground source heat pumps
To receive a heat pump rebate:
- You must be an Enbridge Gas customer with an active account and primarily heat your home with a natural gas furnace or boiler OR be connected to the Ontario electricity grid and heat your home electrically. Cornwall Electric customers are connected to the Hydro-Québec electricity grid and therefore are not eligible to participate.
- You must live in a single detached, semi-detached, row house, townhome or mobile home on a permanent foundation. New-build homes do not qualify (occupied for six months or less).
- You must own the home where the heat pump will be installed. You must be the person responsible for paying for the purchase and installation of the heat pump. Where an owner has tenants, the owner must apply.
- Eligible heat pumps must be a first-time installation of a heat pump system.
- The installed heat pump must be on Natural Resources Canada’s qualified products list as either a cold climate air source heat pump or ground source heat pump:
- The heat pump can work as a standalone system or in conjunction with a backup heating system (such as a natural gas furnace or electric resistance) to qualify. However, the backup heating system is not eligible for the rebate; only the heat pump system qualifies.
- For natural gas-heated homes where the heat pump is paired with a natural gas furnace, either a new or existing furnace can be used. In situations where the furnace is being replaced with a new one, the new heat pump system must be part of an eligible combination unit to qualify.
- For electrically heated homes, you may keep your existing electrical backup. In the case of mini- or multi-split units, both indoor and outdoor units must be installed. Replacement of only one component or addition of a new indoor unit is not eligible for a rebate.
You must work with a participating contractor to complete the work. To receive the list of participating contractors, please fill out our short form.
If a contractor you would like to work with is not listed, please encourage them to become a participating contractor through registration link. Once they are registered, they will appear on the list. Keep in mind, to qualify for the rebate, the contractor must be registered and listed before you proceed with the installation of your heat pump.

You cannot receive any other federal, provincial, municipal and/or utility rebates and/or incentives for the installation of your heat pump.
Yes. You are able to participate in the program for each property you own. You must meet all eligibility criteria for each application.

Rooftop solar systems with or without battery backup
To receive solar and storage rebates:
- You must live in a single/semi-detached home or row/townhome.
- You must own the home where the solar and battery system will be installed. You must be the person responsible for paying for the purchase and installation of the solar and storage system. Where an owner has tenants, the owner must apply.
- The home must be connected to Ontario’s electricity grid. Cornwall Electric customers are connected to the Hydro-Québec electricity grid and therefore are not eligible to participate.
- All applicable permissions and permits from the local municipality, local distribution company (LDC) and regulatory bodies must be completed as required. This will include completing a Connection Assessment with the LDC and obtaining an Electrical Safety Authority certificate. Contact your local electric utility for more information about these requirements.
- Solar panels must be installed on a rooftop. Portable or temporary structures (including recreational vehicles and trailers) are not eligible.
- Solar panels must be sized for load displacement only. Net metering is not permitted.
- Battery energy storage systems must be paired with a new rooftop solar panel system.
- All equipment must be new, owned by the program participant and purchased in Canada.
- All equipment must be compliant with applicable ANSI/CAN/UL/CSA/IEEE/CEC standards.
No. You do not need a home energy assessment.
Net metering (earning bill credits for sending excess solar energy back to the electricity grid) provides a financial benefit. This cannot be combined with a rebate offer. The rebate offer is to help homeowners install solar and storage solutions that reduce home energy use, greenhouse gas emissions and demand on the electricity grid.

The program participant must be the individual responsible for paying for the purchase, installation and ownership of the solar panels and battery energy storage system.
Solar panel rebates are calculated at $1,000 per kilowatt of generation. They will not be rounded to the nearest $1,000. For example, a system that is 4.8 kW-DC may receive a rebate up to $4,800.
No, the rebate is meant to encourage new solar and storage installations.
A standalone battery energy storage system charges from the electricity grid. The goal of the Whole Home Savings program is to reduce homeowners’ energy use, greenhouse gas emissions and demand on the electricity grid. In order to achieve this, battery storage systems must be paired with solar panels.
No. Your home must be connected to the Ontario electricity grid and distribution system to be eligible to participate in the program.
To be eligible to participate, electricity customers must be connected to Ontario’s electricity grid. Customers of Cornwall Electric are connected to the Hydro-Québec electricity grid and therefore are not eligible to participate.

Get $75 off smart thermostats before or after you buy
To receive a smart thermostat rebate, you must:
- Be an Enbridge Gas customer with an active account and primarily heat your home with a natural gas furnace or boiler OR be connected to the Ontario electricity grid and heat or cool your home electrically. Cornwall Electric customers are connected to the Hydro-Québec electricity grid and therefore are not eligible to participate.
- Have not previously received a smart thermostat rebate, discount or device from Enbridge Gas, Save on Energy or the Whole Home Savings program.
- Live in a single/semi-detached home, row/townhome or mobile home on a permanent foundation.
The “Before you buy” rebate provides $75 off the purchase of a qualifying smart thermostat at the time of checkout from participating retailers.
The “After you buy” rebate provides a $75 Enbridge Gas bill credit to Enbridge Gas customers or a rebate cheque to electricity customers. You must submit your receipt within 60 days of purchasing the smart thermostat to receive your rebate.
Yes. If you purchased your smart thermostat on or after Jan. 1, 2025, you can apply for a rebate through our “After you buy” option within 60 days of purchase.
To receive $75 off at the time of purchase, you must first apply online to receive a discount code. Then, choose a retailer where you’ll purchase your device. Your code can be redeemed online at the following participating retailers:

- emersoncanada.ca/store
- store.google.com
- bestbuy.ca
- Home Depot – in-store purchase only
To receive the “After you buy” rebate as a $75 credit on your Enbridge Gas bill, or as a cheque if you are not an Enbridge Gas customer, you can purchase your smart thermostat from any retailer online, in-store or through a contractor and upload your receipt showing proof of purchase.
No. The “Before you buy” rebate code cannot be redeemed on homedepot.ca at this time as their website does not currently accept coupon codes. If you would like to save instantly while shopping with Home Depot, please purchase your device in-store.
If you prefer to purchase your smart thermostat online at homedepot.ca, you can submit your receipt after purchase to receive an “After you buy” rebate of a $75 credit on your Enbridge Gas bill. If you are not an Enbridge Gas customer, you’ll receive your $75 rebate cheque by mail.
No. You can only receive one type of smart thermostat rebate.
No. Only one smart thermostat rebate is available per household per lifetime.
An outstanding “Before you buy” rebate code would be flagged as ineligible for the “After you buy” rebate. If you have a “Before you buy” rebate code and would like to participate in the “After you buy” offer instead, please contact our program delivery agent, Summerhill, to have a representative cancel your code. To contact Summerhill, please call 1-833-381-1262, email SmartThermostats@wholehomesavings.ca, or use the chat function in the application window. Once your code is cancelled, you will be able to sign up for the “After you buy” offer online.
No. Used, refurbished and open-box smart thermostats are not eligible.
You should receive an email response within two weeks of applying.
“After you buy” rebates are paid as a credit on your Enbridge Gas bill or by cheque if you are not an Enbridge Gas customer. Payment will depend on processing time and your billing cycle. Please allow for up to 60 days from the approval of your application to receive your “After you buy” rebate.
You must have an active Enbridge Gas account and live in a single detached or semi-detached home, row house or townhouse, or mobile home on a permanent foundation to be eligible. If you’re a new customer or have recently moved, please wait 2 – 3 weeks before applying to allow the system to update with your new account information. If you have previously received a smart thermostat rebate from Enbridge Gas, Save on Energy or the Whole Home Savings program at your current address, you will not be eligible to participate again.
If your application for the “After you buy” rebate is denied, you’ll receive an email within two weeks of applying. Your application may be denied if:
- The device was not purchased within 60 days of your application submission.
- The cost of the device was less than the total rebate amount.
- The device purchased was a used, refurbished or open-box device.
- The device was not a qualifying model.
- The receipt did not show the cost of the thermostat as its own line item.
No. Free devices are not eligible for a rebate. Your receipt must clearly show the amount paid for the smart thermostat and the cost of the device must be more than the rebate amount.
No. Enbridge Gas and Save on Energy do not have access to your smart thermostat settings and will not adjust the temperature in your home.
However, if you provide consent and enroll in Save on Energy’s Peak Perks program or other demand response programs, you allow administrators of these programs to control your smart thermostat at peak energy demand times, from June to September, in exchange for a reward.
Yes. This program and Save on Energy’s Peak Perks program are designed to complement each other.
The “After you buy” rebate is only available to customers who purchased a smart thermostat on or after Jan. 1, 2025, as this is the program launch date. To be eligible, you must apply for the rebate within 60 days of purchase.
Enbridge Gas customers who were referred to the Whole Home Savings smart thermostat program from the Enbridge Gas smart thermostat program webpage and purchased a thermostat before Jan. 1, 2025, can use the Whole Home Savings application portal to apply for the “After you buy” rebate.
